Abstract: Maryland School Performance Assessment Program (MSPAP) assessments are criterion referenced performance tests designed, developed, and implemented by the Maryland State Department of Education (MSDE) in collaboration with classroom teachers and other Maryland educators. MSPAP is the major strategy for implementing Maryland's reform initiative and provides information relevant to assessing school performance and guiding school improvement plans and activities. The primary focus of the information provided from MSPAP assessments is schools, although information about individual student performance is also available. This technical report contains information about MSPAP content and development, development of scoring materials, test administration, scoring, special issues, problems, and concerns, scaling and equating; test difficulty and reliability; score validity, and proficiency levels and descriptions.
